In recent years, Yixing has made every effort to promote the people's livelihood and environmental protection in depth through continuous special concentrated rectification, a large number of environmental problems have been solved, and the urban and rural environmental quality has been significantly improved. The water quality of 9 main rivers into the lake in the city is basically stable in Class IV to Class V, some of them reach class III, 11 well-off sections and 41 water functional areas have 100% water quality standards, and the water quality indicators of drinking water sources remain stable above Class II. Citizens' satisfaction rate with environmental protection has exceeded 99%.

In June 2010, Yixing City took the lead in the country to innovatively put forward the concept of "people's livelihood and environmental protection", on the basis of extensive investigation and research, according to the opinions of the public, the key content of people's livelihood and environmental protection is determined every year. In the past four years, a large number of environmental problems that have plagued people's lives have been effectively solved. This year, Yixing City listed people's livelihood and environmental protection as a major livelihood project, compiled the "Yixing City three-year Plan for People's livelihood and Environmental Protection (2014-2016)", and formulated the "2014 Implementation Plan for People's livelihood and environmental protection work" according to this plan. According to the plan, the special action on people's livelihood and environmental protection will be carried out from March 1 to November 30 this year, mainly focusing on pollution such as waste gas, dust, noise and heavy metals that affect people's production and life, as well as the safety of drinking water sources, straw burning, black and smelly rivers, and urban and rural environment. The first task is to solve the odor nuisance around the urban area and the dust nuisance problem in Guijing small polder village in the first half of the year, and the second task is to solve the odor and dust problems along the Yiguang Line, scenic tourism line, high-speed rail and resident concentration areas. Up to now, the first phase of the work has been in the closing stage, the remediation of 15 gas enterprises around the city has completed 85%, the environmental remediation task of Guijing small polder village has completed 80%, and the environmental remediation task of the "small triangle" area at the junction of Yunhu Road and Yiguang Line has completed 75%. Some enterprises also actively carry out road maintenance and new factory facades to further improve the environment.

"Iron-fisted law enforcement is an important means of 'people's livelihood and environmental protection'. In recent years, Yixing has continuously increased environmental management and law enforcement efforts, taking all types of pollution sources reflected by the masses as key regulatory objects, and organizing no less than 20,000 daily inspections, carpet inspections, cross surprise inspections, centralized inspections and night inspections every year. At the same time, it actively promotes the capacity building of automatic environmental monitoring, and has built an environmental information monitoring command center integrating functions such as information query, real-time monitoring, professional control and inspection, and emergency command, as well as 31 automatic water quality monitoring stations, three automatic atmospheric monitoring stations, and automatic monitoring facilities for PM2.5 monitoring equipment enterprises. The city's 72 key water-related enterprises and 20 gas-related enterprises have been monitored online, forming a comprehensive and full-coverage real-time monitoring network." According to Ou Fangming, director of Yixing Municipal Environmental Protection Bureau, in order to achieve the goal of "fundamental reversal of pollution trend" to "fundamental improvement of environmental quality", Yixing carried out concentrated special actions on people's livelihood around exhaust gas pollution, dust pollution, noise pollution control and other contents, completed 28 enterprises shut down and 60 enterprises within a time limit. All 254 wax kilns of 156 enterprises have been dismantled, and the treatment of cement grinding enterprises has also been completed.

The government's "people's livelihood and environmental protection" also affects and drives the conscious behavior of enterprises. The active participation of the majority of enterprises has solved the odor pollution problem widely reflected by the masses. Yixing Chemical Complete Equipment Company invested 13.5 million yuan to implement technical reform, solve the odor pollution problem in the production process, and effectively improve the living environment of Huanke Park residents; Nanai Group invested more than 10 million yuan to build a technical transformation project, which not only effectively used the waste heat in the cement production process, but also solved the problems of pollution and noise reported by the local people. Many porcelain production enterprises in the special action to abandon the traditional hot die casting production process and equipment, the new dry pressing process equipment, pay attention to the source of waste gas treatment, enhance the industrial grade.

"The current 'livelihood environmental protection' standard in Yixing is not a 'provincial standard' or a 'national standard', but a standard for people's satisfaction with life."
